01-08-1951Richfield Council meeting ~ ~' January 8th,1951 The Council of the Village of Richfiled held its first regular meeting for January on the 8th. All members were present. The President called the meeting to order. The minutes of the last regular meeting held on Lec. 18, 1950 were read. These minutes were corrected in the item concerning bark B~cCabe,(page 901),said carrection to read."Court Cost Fees" instead of "Additional Incidental Fees". Moved by Gordon Bowen and seconded by 6.~i. ~,ittlejohn that the minutes.,be approved as corrected and amthorized for publication. Carried. ... /The Tt~~asu.rer of the Village of Richfield, Mr.Fred Bartholomew requested shat.the Council designate the Richfield Suite Bank as a depositary of the funds for the Village of Richfield for the year. 1951. S.P.~.~Littlejohn introduced the following resolution and moved its adoptions ~e•it hereby resolved that pursuant to the foregoing request that the Richfield State Bank be designated as depositary for the funds of the Village of Richfield fro the year 1951. Gordon Bowen requested that he be permitted to obstain from voting. The motion lost. Gordon Bowen moved and T.H. falters seconded that action be postponed on the motion of Acting Mayor,Carried. It was brought out at the meeting that the law required that such an appoint- ment be made by the Council at their first meeting of the year. ~~ LeRoy F.Harlow reported the appointment of Raloh H,Lee as Attorney for the 1 Village of Richfield.It was moved by S.M.Little~ohn and seconded by Gordon Bowen that the Council confirm Mr Harlow~s appointment fo Ralph Lee as attorney.Carried. ~[r. Lee stated that he could serve only until February 1,1951. ... The Clerk was instructed to ~ prepare a copy for each councilman. A.J.Ondick, Business Represenative,of the City and Sanitary Chauffeurs, l Drivers and Helpers ~,ocal Union No.664,appeared before the Council and asked ~/ for a special meeting before a committee or~the whole Council to discuss proposals sent to the Council.. Clarence Christian mentioned the work of a special committee settup by other municipalities and stated that the employees of the Village of Richfield had been requested to bear with the Council until this committee has completed its ~rork and submits ita,report. LeRoy Harlo~r stated that the committee expects to have something concrete in about 10 days as another meeting had been scheduled by the committee for Y~ednesday JanuarylOth,1951. . . . It was moved by Gordon Bowen and seconded by S.M•Little3ohn that the Council `\ postpone action on setting up salaries for all personnel until the committee ~/ set up by the Municipalities Y}as completed their work and have sfizbmitted their reports. S.~d• Littlejohn moved and Ernest•Iverson seconded that the Standard Oil Company be permitted to construct a filling station as planned at the corner of 66th 91 and Lyndale avenue South provided they sent a letter to the Council stating t that they understood that 66th Street might be widened at a later date which would necessitate Standard Oil to move back, their pumps about 17 feet. Fred Reller,7321 Dorgan Avenue South appeared before the Council and requested the Council to postpone the election on Sewer and Water on Jan.23,1951 as he ~~ believed that it would not pass at -this time-and he expressed a fear that the fate of this issue may effect further attempts. ' It was moved by T.H.Walters and seconded by Ernest Iverson that the election ' lon Sewer and Water called for on January 23rd be postponed until the question ~ can be discussed with the Council_and~the various heads of Civic groups,and bonded people. Moved by Gordon Bowen, seconded by S.M.Littlejohn-that Attorney be instructed to draw up an amendment to the platting ordinance as per .suggestions filed with him. Carried. 26. A discussion was held regarding black-topping of streets. Moved by T. Walters, seconded by S.M.Littlejohn that the Manager and Engineer contact any developers of new plats and inform them .that the Village will be unable to do any black-topping in said pats and that they contact private contractors ~r"or said jobs. The v~la.ge will complete all jobs for which petitions from residents are now on file. Motion carried. 27. Moved by E. Iverson, seconded by T. ~+Talters that John Shield,s9 7120 Clinton Avenue Soutri replace R. Lana Lundquist as a member of the' Public Utilities Committee. Carried. , 28s Wallace Construction Company requested that the Coun6il accept deeds to the East half of 11th Avenue from 71~th to 75th Streets and that the streets be brought to grade so that gas mains ~ney bs installed in the homes located there. Moved by T. Walters seconded by E. Iverson that made of the above street be checked before deeds are accepted. Carried. 29. Moved by Gordon Bowen, seconded by S. M.Littlejohn that the Manager and Engineer ~ authorized to spend such money as is necessary to secure a map of the entire vil~.age, showing. all plats to date and with a separate map of the airports said map to be cased and large enough to display on wall in Council chambers. Carried. 30. Moved by E.^Iverson, seconded by,S.~.Littlejohn that the wholesale liquor stamp license at the village liquor store not be renewed. Carried. 31. Aar. Grant-Hughes Manager of the Liquor Store, requested a meeting with the Liquor Committee to discuss various matters concerning tt~.e liquor store. The meeting was set for Thursday, June 28th at 8:3 0 A.M. 32. Gordon Bowen asked the Council conerning the concessioh. at Augsburg Park as to the amount of rent collected. There was no. action taken.. 33. The Council informed the Village Manager. that the Boy Scouts-had not been reimbursed for delivering homestead blanks. Fred C. Seitz, ?401 Washburn again appeared before the Council re- questing aspecial-use permit for a light grocery and meat store at 7401 Washburn. At the former hearing the Zoning Connni.ssion had recommended that no such permit be granted. He stated that the people in the vicinity had been misled when they signed the petition opposing such a store at that lo- cation atm. requested that another hearing be held by the Zoning Commission. Moved by Gordon Bogen, seconded by Ernest Iverson that the Zoning Commission be requested to hold another hearing on the matter. Carried. The village Council of the village of Richfield held its first reg~al.ar • meeting for,July_on the 9th. All members were present. The President callad.the~~eting to order. Carried. _ • 2. ~W. E. Medcalf, 6933., Oliver Avenue South again appeared before the 'Council on the matter of°the removal of the outhouse and well at ?0th and Penn. He asked rho had the. authority to press the rehabilitation of this property. He was told that the authority rested with the Health Officer. The Attorney said this authority was given to him by state law. ° ~~ ~.~:. ,.C. 0. Carlson, 301 East 58th Street presented deeds to the Council for that area~of~7Lsth,Street that lies between Queen and Penn Avenue. The area had been checked by the Street Commissioner and Engineer and they recommended accept- ance of the deeds. Moved by Tom Walters, seconded by Gordon Bowen that the village Attorney be authorized to accept ,the deeds on behalf of the village when it fulfills all the, necessary requireMerfts.
