RESOLUTION RECEIVING PRELIMINp.RY ENGINEERING REPORT AND
CALLING HEARING ON NOVEMBER 30, 1976 FOR L/H/N IMPROVEMENTS

WHEREAS, pursuant to motion of the Housing and Redevelopment Authority of
Richfield, Minnesota, adopted on the 10th day of May, 1976, a preliminary report
has been prepared by Bather-Ringrose-Wolsfelt with reference to permanent street
improvements and associated design elements and this report was received by the
Council on October 25, 1816, Clerk's File No. 8021.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota:
1. That the Council will consider the improvement of following streets in
accordance with the report:
West 65th Street
West 67th Street
Realign street from Pillsbury to
Nicollet partially over present
alignment of 64% Street
Eliminate intersections with
Pillsbury, Wentworth, and
Blaisdell Avenue
Construct pedestrian walks and/or
landscape buffers from P,ae Drive
to Nicollet Avenue
Construct dead-end at Grand Avenue
Relocate intersection and
construct left turn lanes at
Lyndale Avenue
Construct landscape buffer,
Lyndale to Grand Avenue
West 68th Street
Lake Shore Drive
Lyndale Avenue South
Close street at railroad tracks.
Construct landscape buffer
Increase pavement width to 66 feet
from Lakeshore Drive to West 65th

The pedestrian ways within the streets rights-of-way will generally
consist of a minimum of eight foot wide sidewalk. It is anticipated
there will be considerable planting of street trees throughout the
area. Associated with the walkway system will be a number of rest
areas with benches, trash containers, screen walls, landscape
materials, etc. Upgrading and uniformity of street lighting will
be a part of the improvement to all streets in the project.
EXCEPTIONS: In the project area there are a number of streets which
will not be improved as these streets are proposed to be vacated in
conjunction with redevelopment. The project .exceptions are Pillsbury
AVenue South from 66th to 65th Grand Avenue South from 66th to 65th,
Harriet Avenue South from 67th to 66th, Circle Place, Graham Avenue
from Lyndale to 66th, and Pleasant Avenue South from 66th Street to
65th Street.

and will consider the assessment of property lying within the following described
boundary line 'to-wit:

for all or a portion of the cost of the improvement at an estimated total cost
of the improvement of $1,916,000.
2. A public hearing will be held on Tuesday, November 30, 1976 at 7:00 p.m.
in the council chambers of the city hall, 670C Portland Avenue South. The clerk
shall give published notice of such hearing on the improvement as required by
law; and
3. That Bather-Ringrose-Wolsfeld is hereby authorized and directed to
proceed with the final survey work and the preparation of plans and specificatio
on said project; and

4. Such project shall hereafter be known and designated as City Project
