1976-5531rRESOLUTION NO. 5531 _ RESOLUTION AUTHORIZING CONTINGENCY APPROPRIATION OF THE 1y76 BUDGET TO A , SPECIAL SWIMMING POOL SUBSIDY FUND WHEREAS, Resolution No. 5420 appropriated funds for each department of the City for the year-1976, and • • WHEREAS, a contingency appropriation was made in the General Fund for various purposes, including emergencies and unforeseen levels of service, and • WHEREAS, the Richfield City Council did by motion on January 26, 1976 adopt a policy which stated that charges and usage fees for .municipal use of school district pool facilities would be established at a level which would make + it possible• for the revenues generated by these fees and charges to cover all expenses which the city must pay to the school district for use of pool facilities, and • WHEREAS, the City Council in adopting the 1y76 operating budget considered busing for Learn to Swim lessons and did not include provision for such lessons in the operating budget in an effort to conserve on expenditures, and WHEREAS, the Richfield City Council has reconsidered these matters and has concluded that it is desirable to subsidize as necessary and on an experi- mental basis, use of the West Junior High School poor during the .1y76 three month summer swimming period and .provide busing as in 1975 at no direct cost to learn to swim participants. • NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby transfer $28, 000 from the contingency account to the swimming pool division of the park and recreation department for the purpose of providing funds to cover any deficit between the income from swimming pool ticket sales•~and•the fees which the city must pay to the school district for the three month•summer swimming period. ' • ~ BE IT FURTI3ER RESOLVED that if any funds remain in this special account at the 'end of the swimming season that the city manager is hereby authorized to transfer those funds back to the contingency account of the 1976 operating budget.
