1976-5477rRESOLUTION N0. 5477 1 RESOLUTION RELATING TO THE 1976 SALARY COMPENSATION PLAN FOR CERTAIN MANAGEMENT POSITIONS WHEREAS, Section 2.33 of the Ordinance Code of the City of Richfield provides that the city council shall adopt by resolution pay plans for city employees which pay plans shall include the assigniment of classes to pay grades with minimum and maximum rates and method of progression through the pay grade, and WHEREAS, Section 2.33 of the Ordinance Code of the City of Richfield provides that the City Manager shall be responsible for administering the pay plan, and WHEREAS, the City Manager has prepared a 1976 pay plan for certain management positions in the city service. NOW, THEREFORE, BE TT RESOLVED that the City Council do and hereby does establish for the year 1976 the following gay plan to be effective on the first day of the pay period .closest to January 1, 1976 and subject to the provisions contained herein. GRADE 17 - $553.19 - $749.75 Street Superintendent Water Superintendent Ice-Arena Manager Assistant Fark & Recreation Director Administrative Assistant Engineering Associate Assistant Fire Chief Housing and Development Specialist GRADE 19 - $643.82 - $909.82 Liquor Store Manager City Assessor GRADE 18 - $582 - 825.08. Environmental Health Director Chief Building Inspector Wood Lake Manager Personnel Director Fire Chief GRADE 20 - $708.55 - $1,001.63 F3.nance Director Parks and Recreation Director Planning Director GRADE 21 - $782.71 - $1,105.20 Publid Safety Director public Works Director BE IT FURTHER.RESOL9ED that the City Council authorizes the City Manager to adjust the individual salaries of those employees assigned to the-above pay plan. Such adjustments shall be granted according to the following criteria established by the city council: 1. Employees shall be eligible for. individual adjustments on :the effective date of this resolution except for employees appointed after January. 1, 1975 who shall be eligible. for individual ad- justments on their respective initial-appointment anniversary dates. Adjustments are limited to a maximum.per person of seven percent or $1,300, whichever is less. 515 P `. 516 Resolution No. 5477 -2- 2. The-City Manager may grant additional individual salary adjustments at times other than those specified above pro- vided the city council is advised of the adjustment and the reasons therefor at least three weeks prior to the time the adjustment is proposed to be implemented to provide the city council with an opportunity to override the adjustment. 3, When granting individual salary adjustments, the City Manager shall consider the following factors: a) The level of compensation necessary to attract and retain competent and professionally trained personnel. b) Performance c) Relationship of salary with that of those supervised. d) Recognition of difference in professional training and experience. e) Degree of responsibility, number of employees supervised and scope of departmental programs. f) Degree of confidence in employee. 4. The City Manager shall fi.1e with the city council each year, before the end of the year, a report of his action in exercise of this authority..
