RESOLUTION NO. 5236
RESOLUTION TO ENDORSE REENACTMENT
OF FEDERAL GENERAL REVENUE SHARING
WHEREAS, the City of Richfield has been annually receiving $200, 000 of
vitally needed fiscal assistance through the allocation of federal dollars under
the General Revenue program; and
WHEREAS, these Revenue Sharing dollars are received directly from the
federal government with a minimum of federal bureaucratic red tape which enables
the City of Richfield to use their revenue sharing funds to meet the locally deter-
mined priority needs of the comr~r~unity, and
WHEREAS, the citizens of Richfield view their locally elected officials as
being accountable for the expenditure of revenue sharing dollars, and that such
clearly defined accountability has resulted in increased citizen involvement in
identifying the priority needs of the community® and
WHEREAS, the City of Richfield has appropriated $385, 625 of dollars of
revenue sharing funds that have been received during the past two years to
counteract inflation and help maintain essential city services and the elimination
of revenue sharing would directly affect the ability of the city to provide for the
health, welfare, and safety of the community.
WHEREAS, the citizens of Richfield are being severely affected by the spiraling
and unprecedented rate of inflation which 9.s stripping them of their hard-earned in-
come; and
WHEREAS, the current inflationary rate of 12% is also undermining the ability
of city hall to provide essential services to the community within reasonable and
acceptable levels of local taxationo and
WHEREAS, the General Revenue Sharing Program is providing essential fiscal
relief to the devastating impact of inflation; and
WHEREAS, the General Revenue Sharing Program, which began~in 1972, will
terminate in 1976 unless the 94th Congress, which is being elected this November
and will convene in January of 1975, authorizes an extension of the General Revenue
Sharing Program; and
NOW, THEREFORE, BE TT RESOLVED that the City of Richfield, speaking
through its lacally elected council and mayor, unanimously endorses continuation
of the General Revenue sharing program and calls upon the 94th Congress to re-enact
the General Revenue Sharing Program in order to insure that vitally needed federal
assistance will be provided to the City of Richfield.

BE IT FURTHER RESOLVED that the candidates far the U.S® House of Represent-
atives from the State of Minnesota and the candidates for the U.S. Senate from the
State of Minnesota, be requested to publicly state their support for the re-enactment
of the General Revenue Sharing program in order for the citizens of Richfield to be
informed of their commitment, or lack thereof, to this essential federal assistance
program d
AND BE IT FURTHER RESOLVED that a copy of this re solution be immediately
forwarded to the Congressional candidates in the State of Minnesota to advise them
of the city's concern for continuation of this program and to seek their endorsement
for continuation .
