RESOLUTION NO, 5214
RESOLUTION AUTHORIZING THE CITY MANAGER
TO ORDER THE REMOVAL OR REPAIR OF THE
HAZARDOUS STRUCTURE AT 7545 'SI~ENTWOR'i'II
AVENUE SOUTH
BE IT RESOLVED, by the City Council of the City of Richfield, Minnesota as
follows:
1. Pursuant to Sections 463.15 to 463.26 inclusive, Minnesota Statutes, the
City Council of the City of Richfielda Minnesota finds that the house located at
the above address on land legally ascribed as Lot 9; Block 7, Nicollet View Gardens
is hazardous within the meaning of the aforesaid statute for the following reasons:
a . No frost footings are provided .
b. Electric wiring is old and defective.
c. The roof is defective and leaks. Anew roof is needed.
d. The house is vacant and boarded up .
e . The light and ventilation are inadequate for the structure .
f . The plumbing is improper.
g ® The gas hook-up is improper.
h. The water heater has no safety release valve.
i. The bearing walls have been weakened as a result of improper
elevation above grade.
j. The structure is in serious need of painting.
It is further noted that the structure is located on the property in violation of the
zoning ordinance and that any non-conforming use has been extinguished by non-
occupancy.
2. Pursuant to the foregoing and in accordance with the said statute, the City
Manager is hereby authorized and directed to order the owner of said property to correct
the above described deficiencies or to remove or raise such. hazardous structure within
thirty (30~ days of the date t~: service of said order.
3. The City Manager shall. advise the owner that unless such action is taken or
an answer served upon the City and filed in the office of the Clerk of District Court
of I~Iennep~.n County, Minnesota within twenty X20) days of the date of service of the
order upon him ® a motion fc~~ ~umrnary Enforcement of the order will be made to the

4. The City Manager shall further advise the owner that if the City of Richfield

5. The City lVlanage~: is further authorized and directed to give such notice
and order to all lien holders of rec®rd .
