1974-5183rRE S C) L U'_ .: ~-1.'~1 ~~i a:~ a 518 3 RESOLUTIC)N RF'LATTNC~ T~7 THE FILL CONCERNING THE C)FFICE OF FIRT% CHIEF AND ASSISTANT FIRE CHIEF FC)R THE CITY ©F RICHFIELD (To Representative James Swanson) WHEREAS, the Richfield City Council has adopted a local ordinance creating a single Public Safety Department with a police division, fire di.visiona and civil de- fense division, replacing the former three separate departments of police, Brea and civil defense e and WHEREAS, this ordinance was adopted by the city council after holding public hearings and after receiving a z°eport from a special committee composed of citizens in the community as well as employees of the three separate divisions, and WHEREASo the city does now have a position of public safety director as depart- ment director responsible for all phases of the public safety department servicesa and WHEREASo the new organizational structure for the public safety department does not require both a division head and assistant division head within the fire divisions and WHEREAS, the position for fire chief is currently vacant and the city would realize substantial savings if both the chief and assistant chief. positions did not have to be filled, and WHEREASD the city did not want to $eopordize the receipt of the state aid provided by Minnesota Statutes a Chapter 69 o and the signing of this bi11 would have allowed the city the opportunity to provide a greater degree of flexibility in the management of the Department of Public Safety, as well as save the taxpayers of the City of R~.chfield additional money, and WHEREASo thu failure to support this bi11 by State Representative Jame. Swanson will force the City of Richfield to artificially maintain a supervisory position that is unnecessary and duplicable in nature with other supervisory positionsa and WHEREAS fames Swansono State Representative from District 37B which includes the City of Richfield .has repeatedly reiterated his firm stand to do whatever is possible to eliminate unnecessar~~ governmental spending, aria WHEREAS a the state legislature and the Governor enacted the 19 ~ 1 Omnibus Tax Law which severely limits local units of government in their ability to determine their own level of municipal services, and WHEREASB both the Senate and the House of Representatives of the State Legislature held public hearings on this proposed law and following these hearings the bill was pass- ed by both houses of the legislature o and WFTEREAS, the Governor of tl~.is state vetoed this bill which was only his second veto after approving over 500 other bills passed by the representatives of the State of Minnesota. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minne iota that the city council hereby goes on record protesting the failure of James Swanson, State Representative, District 37B, to support this local billy which bill had been previously supported by the Richfield City CouncB 1, the Hennepin County Joint Legislative Delegation, and approved by a majority of the representatives of the state legislature from the City of Richfield and by the Minnesota State Legislature a s a whole .
