RESOLUTION DETERMINING LOWEST
RESPONSIBLE BIDDER AND AWARDING CONTRACT
FOR PURCHASE OF AN ARTICULATED AERIAL TOWER
WHEREAS, competitive bids have been received by the city for the sale
to the city o~ an articulated aerial tower, and
WHEREAS, it appears necessary for the council to evaluate the bids received
and to make a determination as to the lowest responsible bidder based upon such
evaluation;
NOW, THEREFORE , BE IT RESOLVED by the Gity Council of the City of
Richfield, Minnesota, as follows:
1. The city council herewith makes the following determination:
a. There are sufficient variations in the design, construction
and other features of an articulated aerial tower so that such
equipment is not capable of precise or exact specifications .
It is, therefore, necessary for the council to make a deter-
urination of which of the bidders is the lowest responsible
bidder on such equipment and, in so doing, to consider in
addition to the total bid price, the quality,' suitability,
adaptability and delivery of the equipment for the use it
is intended .
b. Based upon such general criteria, the bid of Northwest Tel-
E-Lect is hereby found and determined to be the lowest
respansible bid on the articulated aerial tower.
c. This determination is based upon such considerations as:
(1) The delivery date for Northwest Tel-E-Lect is 60
days as opposed to 120 days for the Landca Equip-
ment Company.
(2) Northwest Tel-E-Lect's maintenance and repair -
location is in Bloomington, whereas Landco Equip-
ment Company's maintenance and repair location is
in Lakeville, approximately 25 miles away.
(3) The city currently awns and operates an aerial tower
similar to the one bid by Northwest Tei-E-Lect and is
familiar with its operation and maintenance.
2. The bid of 1Vorthwest Tel-E-Lect to supply an articulated aerial
tower in the amount of $14, 980.15 is accepted
