A public hearing sha11 be held on the 4th day of S.eptemb-ers 1973., in .the counca.l chambers of the Richfield Gity Ha11, at 7aOO p.m,, to pasts upon such proposed assessment and at such time and place all persons owning property affected by such improvement wi11 b:e given an opportunity to be heard with reference to such improvement. 2-.
