BE IT RESOLVED by the City Council of the City of Richfield, Hennepin .County,
Minnesota, as follows:
1. That the city clerk has, with the assistance of the city engineer, oal,culated
the proper amounts to be assessed for street improvement and oiling program, 'G~,~y Project
No. 651, against every assessable lot, piece, or parcel of land specially ben~:.ted
thereby in accordance with t~h,.e e~rov:isions of law, and the proposed assessment so made
up was filed with. the city clerk for more than 15 days prior to the assessment hearing
and was open to public inspection during said period,
2. 'That notice has been duly published and a public hearing heretofore duly held
as required by law so that this council could meet and pass upon the proposed assess®
went.
3. That an apportunity has been given to all interested persons to present their
objections, if any, to such proposed assessment or to any item thereof at said public
hearing.
4. That the city council has heretofore duly established City Project No. 651 and
after carefully considering all the facts, the benefits to each lot, piece or parcel of
land and fully advising itself in the premises, has found and determined and hereby
declares that each and every lot, piece, or parcel of land included in said proposed
assessment roll was improved by reason of the completion of said City Project I?~o. 651,
and has been and is specially benefited in the amount set out in said proposed assess
ment ro11 opposite each such. lot, piece, or parcel of land,
5. The proposed total assessment in the amount of $715.68 is hereby affirmed,
adopted and confirmed and the sums fixed and named in said proposed assessment are
affirmed, adopted and confirmed as the proper special assessment for each. of said lots,
pieces, or parcels of land respectively, and said amount so set out is hereby levied
against each of the respective lots, pieces, or parcels of land therein described,
6. Said assessment is hereby affirmed, adopted, confirmed and shall be certified
by the €:~.ty clerk and filed in his office, and shall thereupon be grad constitute the
special assessment for said street improvement and oiling program, City Project 1170.

7. The assessment .{*ith accruing interest, shall be a lien upon the property ina
eluded therein, concurrent with general taxes, and shall be payable in equal annual
installments extending over a period of 3 years. The first installment shall be payw
able on the first Monday in January of 1974. All assessments shall. bear interest at
the rate of 8% per annum. To the first installment shall be added ~.nterest on the
entire assessment from the date of this resolution until December 31, 1.974,. to each
subsequent installment shall be added interest for one year ors all unpaid instal l
manta.
All assessments and interest thereon shall be collected a.nd paid over in the same
manner as other municipal taxes.
