'That the city clerk has, with the assistance of the city engineer, calculated the proper amounts to be assessed for the construction of permanent streets, City project ~Io. 649, against every assessable 1.ot, piece, or parcel o:~ land specia~.ly benefited thereby in acc.©rdance with the p.-ovisions of law, and the p~:oposed assessm~.~$t so made up was filed with the city clerk for more than 15 days prior to the assessment hearing and was open. to public inspection during sa7d period. 2. That notice has been. duly published and a as required by law so that this council could meet ment. 3. That an opportunity has been given to all oi~jec.tions, i:~ any, to sur~h proposed assessment or hearing. public hear:€.ng heretofore duly held and pass upon the proposed assess interested persons to present their to any item t?~zereof a.t said public 4. That the city council has heretofore duly established City Hroject No. 649 and after carefully cons?.dering all the facts, the benefits to each lot, piece or parcel of land and fully advising itself in the premises, has found and determined and hereby declares that each and every lot, piece, or parcel of land included in said proposed assessment roll was improved by reason of the construction of said ~;ity Hroject No. 649, and has been and is specially benefited in the amount set out :gin said proposed assess went roll opposite each such lot, piece or parcel of land. 5. The proposed total assessment in the amount of X10,800 is hereby affirmed, adopted and confirmed and the sums fixed and named in said proposed assessment are affirmed, adopted and confirmed s.s the proper special assessment for each of said lots, pieces, or parcels of Land respectively, and said amount so set out is hereby le~y$ied against each of the respective lots, pieces, or parcels of land therein described. 6. Said assessment is bLereby affirmed, adopted, conf~.rmed and shall be certified by the e°,ity clerk and filed iii his officep and shall thereupon be and constitute the special assessment fc~r said germaa~ent street construction, Cit}= project i~7o. 649. 7. The assessment with. accruing interest, shall be a lien upon tlhe property in® cludeci therein, concurren~r wit1~: general taxes, and shall be payable in equal annual installments extending over a period of 20 years. "~`he f~.rst installmen~, shall 'be paya'b1e on the first Monday in. 3anuaxy of 1974. All assessments shall bear interest at the rate of 8% per annum. ~'o the first installment shall be added interest on the entire assess ment from the date :;=f tb.i.s resolution ux~ti~. pecember .31a 197~f~ to ea~;h s~xbsequent install ment shall be added interest for one year on all unpaid inst~.llments.
