and
WHEREAS, House File 41C~ would repeal the existing l,~mi1ations on the number of
private on-sale Ficens~:s ~vhioh ~~,~ay be issued pursuant to the split liquor law; and
WHEREAS, rlo~ase File 811.0 gives more authority to municipal councils in determin~
ing the appropriate number of liquor licel~ses fur its cc~rn~d~unitY" within more reasonable
limits; and
WHEREAS, Douse file 41,0 would provide that the general limitations of Minnesota
Statute 1971 , 340.11 r Subdivl..sions 6 and 7, would apply, thereby significantly
increasing the maximum number of allowable licenses; axed
WHEREAS, additional liquor licenses are an important attraction in the development
of quality restaurants, hotels and motels in the City of Ri~.hfield; and
WHEREAS, the City's muni+~ipal liquor store operatl,on has proven to be a significant
means of liquor control a s well a s anon--property revenue so~.rrce for our community, and
WHEREAS, the existing Minnesota Statute 1971 , Section 340.353 , unrealistically
limits the number of private 1.i~,enses that can be issu~:d `:~~ municipalities, and
WHEREAS, the existing I~tIinnesota Statute 1971, Se~rion 340.353, limits the ability
of a municipality to control li~^~.~~or sales and the accompanying revenues;
NOW, THEREFORE, EE IT R~~SOLVEI7 by the City t~r~ur?.ci1 of the City of Richfield,
Minnesota that the Council urges the Commerce and Economic L7evelopment Committee
of the l~rirrnesota Legislature ~~~ adopt House File 410, which amends Minnesota Statute
Section. 340.353, Subdivisie~n r
