as followsa
1.• `Z`ba.t the cost of storm. sewer construction in the above described
areas to be specially" assessed is hereby declared to be at least
20'/0 of the total cost, or $99758.509 and therefore this sum
will be assessed against privately owned property benefited therebyr
2. Z~?at said assessment shall run for a period of 20 years and include
interest at the rate of 8'/o per annum.

assessed f®r such improvement against every assessable lot, piece
or parcel of land affected without regard to cash. valuation, as
