'I'ka.at the Bost of storm sewer construction in the above described areas to be specially assessed ~s hereby declared to be at least 20°Io of the total cost, or $13978.69 , and therefore this sum wi11 be assessed. against privately owned property benefited therebyQ 2. ghat said assessment shall run for a period of 20 years and include interest at the rate of 8% per ann~um° 3.
