RESOLUTION DETERMINING LOWEST
RESPONSIBLE BIDDER .AND AWARDI:1~iG CONTRACT
FOR PURCHASE OF AN ARTICULATED RUBBER TI RED LOADER
WHEREAS, competitive bids have beer_ received by the city for the sale
to the city of an articulated rubber tired loader, and
WHEREAS, it-appears necessary for t'ne council to evaluate the bids received
and to make a determination as to the lowest responsible bidder based upon such
evaluation;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield,
,Minnesota, as follows:
].. The city council herewith makes t:~.e following determination: - -
a. There are sufficient variations in the design, construction, -
and other features of an articulated rubber tired loader so
that such equipment is not capable of precise or exact - -
_ specifications. It is, therefore, necessary for the council - -
~" to make. a determination of which of the bidders is the lowest. -
resgonsible bidder on such equipment and, in so doing,- to - -
consider in addition to the total bid price, the quality. , suit-.
ability, adaptability and delivery of the equipment far the ~ - -
use it is intended .
b, Based upon such, general criteria, the bid of Ziegler, Inc.
is hereby found and determined to be the lowest responsible _ -_
bid on the articulated rubber tiled loader.
c. This determination is based upon much considerations as:
(1) -The date of delivery bid by Ziegler, Inc, is more
advantageous to the city. - -
(2} The unit bid by Ziegler,' Inc. , is compatible to -
existing city equipment and, therefore, preventive
maintenance and operator knowledge will be better_
~3) The adaptability of the Case Power and Equipment unit
to the city garage facility is questionable ,
(a) .The overall height of this unit will prevent
it from being stored within the city garage.
This will be detrimental in times of inclement
weather and in prevention of possible vandalism

2. The bid of Ziegler, Inc. to supply an articulated rubber tired loader
` in the amount of $24, 043.32, -with a maximum guaranteed maintenance
cost of $1, 000 and a guaranteed repurchase price of $28, 510. ' -
