1973-4960rRESOLUTION NO, ts~~e~i RESOLUTION ESTABLISHING A PARK AND RECREATION ADVISORY COMMIu LION BE IT RESOLVED by the City Council of the City of Richfield, Minnesdta, as follows: 1 . There is hereby created a Park and Recreation Advisory Commission. 2. The Commission shall serve in a direct advisory capacity to the city council. Staff services for the commission shall be furnished by the park and recreation department of the city. 3. The Commission shall consist of seven (7) members, all of whom shall be residents of the City of Richfield. They shall. be appointed by the city council and shall be subject to removal, with or, without cause, by the city council. In making appointments to the Commission, the council shall undertake to secure a representative balance among various groups and interests within the community, They shall give due regard to representation from (a) senior citizens, (b) parents of the mentally and physically handicapped persons, (c) the business community , (d) the public and private schools, (e) the community's athletic organizations, (f) the clergy and (g) homemakers. In addition to the seven regular members of the Commission, it shall have four (4)ex-officio members. Such ex-officio members shall be selected as follows: One member shall be appointed by the city council from among its members; one shall be appointed by the school board from among its members, one shall be appointed by the Youth Advisory Commission from among its members, and one shall be appointed by the Planning Commission from among its members. 4. Reg~xlar members shall be appointed in January of each year by the city council to serve for three (3) year terms, except in the case of the original commission. The regular members of the original commission shall serve staggered terms as follows: Three members shall be appointed for. one year terms; two members shall be appointed for two year terms; two merr~bers shall be appointed foe three year terms a Terms of members of the Commission ;~liall begin on the first day of February of the year of appointment and shall continue until the first day of Februar y of the year in which their appointment expires, or until their successors are selected, subject, however, to prior termination as otherwise provided in this resolution, Selection of ex-officio membe°s from the city council and the school board shall be made annually and, insofar as possible, in January of each year, with such ex®officio members serving for a term of one year or until their successors are appointed. 5. The Commission shall be advisory to the city council on matters relating to park and recreation facilities, programs and finances. It shall develop and review plans for the acquisition anc~ development of parks anal recreation facilities and make recommendations thereon to the counci?_r ~ .shall also develop and review park and recrGatiot~ programs ar~d activities and make r~-~r~mmendations thereon to the council. It shall also investigate and make recorr. ;.~'-~tions to the council on any matter, related to park and recreation facilities ar~~i prog~°ax~~s, which is referred to it by the city councg 19 6. Any of the following shall cause the office of a regular member to become vacated: a) Death b) Disability or failure to serve, shown by failure to attend three consecutive regular meetings of the commission. c) Removal of legal residence from the city. d) Resignation in writing. e) Removal by the city council. f) Election or appointment to a public office.
