RESOLUTION BY THE RICHFIELD CITY COUNCIL
ADOPTING THE COMPREHENSIVE PLAN
WHEREAS, the Richfield City Council found in 1968 that it r~vas confror..ted
with mounting problems in providing a means for guiding the future development
of .land within the community so as to insure a safer, more pleasant and ecan-
omical environment for residential, commercial, industrial, and public activities
which were organized in a manner promoting the public health, safety, convenience,
and general welfare of the community, and
WHEREAS, the Richfield City Council felt it appropriate to hire the services
of the planning consultant firm of Midwest Planning and Researc'_n, Inc. , to assist
in the preparation of a comprehensive plan for the community, wherein current and
future developments, both public and private, could be guided in a manner to
a.nsure the public health, safety, convenience, and general welfare of the community,
and
WHEREAS, Midwest Planning and Research, Inco , submitted a proposed
Comprehensive Plan for the City of Richfield to the City Planning Commission,
w?-~ich was comprised of. a compilation of policy statements, goals; maps; acid
other explanatory text information designed to guide the physical, social, and
economic development, both public and private, of Richfield, and
WHEREAS, the City Planning Commission, after careful study and after four
public hearings on the proposed plan, too' it under advisements and
WHEREAS, the City Planning Commission, using i.nfo~matian from the public

the City of Richfield ovhich vvas referred to the City Council for adoption, anal.. .
WHEREAS, the city council after receiving the plan from the Planning
Commission held seven public hearings on the proposed Comprehensive Plan, and
WHEREAS, major items of concern expressed at neighborhood meetings
sponsored by the city counci 1 have been re:Clected in amendments to the
proposed plan, and
WHEREAS, the city council did meet in joint session vvith the Planning
Commission to discuss these matters, and
WHEREAS, the city council considered the Comprehensive Plan adopted by
the Planning Commission together with certain amendments developed through
joint consultation with the Planning Commission and has before it for consider-
anon such plan with amendments,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Richfield that the document consisting of goals and policy statements, map and
text information entitled "The Comprehensive Plan for the City of Richfield" and
dated January 15, 1973, is hereby adopted as the- official comprehensive plan of
the City of Richfield subject to the following ,specific amendments:
a) any item in the plan proposing the establishment of new major
traffic arterials through existing residential- areas is deleted.
b) That portion of the plan indicating the use of Lakeshore Drive,
68th Street and 1st Avenue South of 66th Street as part of a "ring-route"
is deleted.
c) the planning commission is directed to utilize the following additional
guidelines, which are hereby made an element of the plan, in establishing
plans for the central business district:

- improved traffic flaw within the Central Business Districts
-- extended, safe pedestrian paths and walkways within the District;
- improved parking facilities within the District;
- extended facilities far comm•._rcial activities within the existing
commercially zoned area;.
improved ratio of green space to Hard surface. space so as to improve
aesthetics and protect the environment.
d) that portion of the plan showing single family Names north of 70th Street
fronting FIarriet Avenue as being located within the Lyndale Avenue park
property is changed to remove said Names from the park property. "
BE IT FURTHER RESOLVED that this Plan is subject to periodic review and

amendment by the planning commission and the city council from time to time as
may be found to be necessary and in a manner provided by law.
BE IT FURTHER RESOLVED, that the administrative staff is directed to take
appropriate measures to insure wide dissemination of the general features of the plan
and. the availability of its detailed contents tq the citizens of Richfield.
Passed by the City Council of the City of Richfield this 15th clay of
