WHEREAS, the cities of Minneapolis, Sloominc~ton and Richfield are the owners
of a sports complex in the City of l~loomington which includes Metropolitan
Stadium and the Metropolitan Sports Center and which is sometimes referred to as
the Metropolitan Sports Area, and
WFIEREAS, such project has been established and is operated in accordance
w.ithajoint agreement among the three municipalities, which agreement is known
and. referred to as the Ownership and Operations Agreement, and
WHEREAS, such Ownership and Operations Agreement by i.ts terms, makes it
clear that the purpose of the establishment of the Metropolitan Sports Area, and
the project to be located thereon includes the prodding of sports and recreational
facilities which will be beneficial to the metropolitan area in which the three
municipalities are located, and
W:EiEREAS, such Agreement provided that the initial project to be constructed
at the Metropolitan Sports Area should be an athletic park with stands so designed
that baseball, football, basketball, boxing, rodeos, racing, tournaments, track
meets, concerts, ice shows, and industrial exhibits and other entertainments,
exhibits and events can be meld thereon or thereat, and
WHEREAS, substantial public and pl°ivate investments have been made at and in
the vicinity of the Metropolitan Sports Area in reliance upon and by virtue of the
construction of the facilities located thereon, and
WI-3EREAS, one of the prinoipal tenants at the Metropolitan Sports Area is the
Minnesota Vikings Football Club, and

Vljf-i:EREAS, the 1`Jletropolitarr Sports Area belongs to the three municipalities
jointly, and
WHEREAS, the three municipalities, therefore, all have an interest in the
success and prosperity of the Metropolitan Sports Area project, and
WiIEREAS, the loss of the Minnesota Vikings as a tenant at the Metropolitan
Sports Area would have an adverse financial impact upon the Metropolitan Sports
Area project per se as well as upon the public and private investments that have
been made at and in the vicinity of the Metropolitan Sports Area, and
WHEREAS, the City of Minneapolis has under consideration and is proposing
to construct a sports stadium in the downtown area of the City of Minneapolis
with the Minnesota Vikings Football Club as one of the principal tenants of such.
stadium, and
WHEREAS, the construction of a football stadium in the downtown area of
Minneapolis would have metropolitan implications in terms of public transportation
facilities , highways , pedestrian ways , sewers , water facilities , fire protection
facilities, tax revenues, etc. , and
WHEREAS, one of the assumptions being made by proponents of the Minneapolis
stadium project is that it will stimulate development wifhin the City ~ Minneapolis
and
WHEREAS, it would, therefore, appear that development which has occurred or
which otherwise might occur in the vicinity of the Metropolitan Sports Area would
be adversely affected by the construction of the downtown Minneapolis stadium, and
Wl-IEREAS, it is the purpose of fhe Metropolitan Council to correlate the planning
and development of the metropolitan area and to promote the orderly and economic
development, public and private, of the metropolitan area, and

'v~CI~EREAS, the Metropolitan Council is charged with responsibility for the
preparation of a comprehensive development guide which recognizes and
encompasses physical, social and economical needs of the metropolitan area and
its future development which will have an impact on the entire area including but
not limited to such needs as land use, parks and open space land needs, the
necessity for aril location of airports, highways, transit facilities, public hospitals,
libraries , schools and other public buildings , and
WHEREAS, each municipality within the metropolitan area is required by law
to submit to the Metropolitan Council, for comment and recommendation thereon
its proposed long-term comprehensive plans or any proposed matter which has a
substantial effect on metropolitan area development, including but not limited to
plans for land use, and
WHEREAS, no action shall be taken to place any such. plan or part thereof into
effect until 60 days have elapsed after its submission to the Council, and
WHEREAS, the proposed Minneapolis downtown stadium has not been submitted
to the Metropolitan Council for comment and recommendation, although it clearly
has a substantial effect upon metropolitan area development, and
WHEREAS, the Metropolitan Council is required to review a variety of loan and
grant applications of the United States of. America and to make comments and
recommendations thereon, and
WHEREAS, the proposed Minneapolis downtown stadium would be served by
highways, transit facilities, and other projects which will require such review and
comment by the Metropolitan Council, and
WHEREAS, the City of St. Paul and many other communities in the metropolitan
area will be affected by the consequences of. the construction of the proposed down-
town_.Minneapol.is stadium, and
