1972-4900r RESOLUTION NOo 4900 1 RESOLUTION AUTHORIZING THE CITY MANAGER TO ORDER THE REPAIR OR REMOVAL OF HAZARDOUS BUILDING LOCATED AT 6300 NICOLLET AVENUE BE IT RESOLVED By the City Council of the City of Richfield, Minnesota as follows: 0 1. Pursuant to Sections 463.15 to 463.26 inclusive, Minnesota Statutes, the City Council of the City of Richfield finds that the house located at the above address, on the land legally described as Lot .l, B1.ock 8, Nicollet Homes Addition is hazardous within the meaning of the aforesaid statute for the following reasons: 1. The mechanical equiprr~ent for the structure is improperly located in a closet with an inadequate air supply. 2. The electrical service for the structure is inadequate and does not have separate circuits for the furnace and appliances. The service also needs additional grounding and outlets . 3. The rafters are overspanned, the roof leaks and needs reroofing. 4. There are not enough windows in the structure to provide adequate lighting and the panes of glass in the existing windows are broken, 5. The window sills are rotten. 6. The foundation wall is in bad condition and needs frost footings. 7. The bearing walls are rotting at the sills. 8. The exterior walls need residing. 9. Some of the plumbing pipes in the structure are cracked. 10. The condition of the interior lath and plaster is inadequate, the ceiling leaks and some areas need replasteringo 11. After visiting the dwelling above described, building and health inspectors from the City of Richfield concluded that the building was a fire hazard because it was unoccupied, a hazard to public safety, and a hazard to public health. The inspectors unanimously recommended that the structure be removed . 2. Pursuant to the foregoing and in accordance with said statute, the City Manager i ~ herr~hy a~,thori zed and directed to order the owner to correct the above described de-~ ficiencies or to remove or raze such hazardous building and that said repair, razing or removing be completed within thirty ~30j days of the date of service of said Order. 3. Tree City Manager shall advise the owner that unless such action is taken or an Answer served upon the City of Richfield and filed in the office of the Clerk of District Court of Hennepin County, Minnesota within twenty (20) days of the date of service of the Order upon you, a Motion for Summar°y Enforcement of the Urder will be made to the District Court of Hennepin County. 4. The City Manager shall further advise th.e owner that if the City of Richfield is compelled to take any corrective action herein, all necessary costs will be assessed against the real estate and all. necessary expenses will be certified to the County Auditor for collection and that any such costs and expenses will be collected as other taxes .
