RESOLUTION OF INTENT TO ENTER INTO A JOINT POWERS AGREE-
MENT TO FORM A MUNICIPAL CABLE TELEVISION AND COMMUNICATIONS
SYSTEM
WHEREAS, the City of Richfield has determined that there is a need by munici-
palities in the State of Minnesota for a coordinated approach to meeting municipal
needs for Cable Television and Communications systems; and
WHEREAS, it is determined by this Council that the development of fully
compatible cable communications systems, as opposed to individual cable systems
development with limited or non-existent compatibility, is an objective of this
and other municipalities; and
WHEREAS, it is the intent of the City of Richfield to provide a cable com-
munications system capable of serving present and future needs of the residents
of this municipality; and
WHEREAS, Section 471.59, Minnesota Statutes, authorized joint exercise by two
or more public agencies of any power common to them; and
WHEREAS, it is the desire of the City of Richfield to consider providing for
franchisement of Cable Television and Communications Systems for mutual advantage,
benefit and concern; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield
that it hereby expresses a willingness to consider the formation of a joint powers
agreement to form cooperative Cable Television and Communications systems.
BE IT FURTHER RESOLVED that the City Manager and an elected official are hereby
appointed the representatives of the Municipality to serve on a Joint Powers
Drafting Committee.
