RESOLUTION DETERMINING LOWEST RESPONSIBLE BIDDER AND
AWARDING CONTRACT FOR PURCHASE OF FIRE DEPAR~NT PUMPER
TRUCK
WHEREAS, competitive bids have been received by the city for the sale to the
city of a 1250 gallon per minute pumper, and appurtenant equipment, and
WHEREAS, it appears necessary for the council to evaluate the bids received
and to make a determination as to the lowest responsible bidder based upon such
e~raluat ion;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota, as follows:
1. The council herewith makes the following determinations:
A. There are sufficient variations in the design, construction and other
features of fire pumper trucks and equipment so that such trucks and appurten.~
ant equipment are not capable of precise or exact specifications. It is
therefore necessary for the council to make a determination of which of the
bidders is the lowest responsible bidder on such equipment and, in so doing,
to consider, in addition to the bid price, the quality, suitability and adapt
ability of the equipment for the use for which it is intended.
B. Based upon such general criteria, the bid of General Safety Equipment
Corporation of North Branch, Minnesota, is hereby found and determined to be tb.~~
lowest responsible bid on such fire pumper truck and appurtenant equipment.
C. This determination is based upon such considerations as
(1) the fact that the cab on the truck which would be supplied by
said company has more space for drivers and other personnel than
does the cab bid by the bidder offering the lowest price,
(2) the unit of General Safety Equipment Corporation appears to be of
more durable construction than the unit offered by the bidder offer
ing the lowest price,
(3) the fact that the visibility for the operator of the truck is
deemed to be superior to the visibility which the operator would
have in the unit which would be supplied by the bidder offering
the lowest price,
(4) the fact that the pump engine in the General Safety Equipment Corpor~
anon unit is more economically and more readily repaired and ma.in~-
tained,
(5) the fact that the basic unit (other than the pump) can be more
. economically and conveniently maintained and repaired, and
(6) the fact that the other pumper units of the fire department are
manufactured by the same corporation and are, therefore, more
familiar to the personnel of the department, and are more readi:~,y
and easily operated, maintained and repaired by the personnel of
the city.

20 The bid of General Safety Equipment Corporation to supply a 1250 gallon
per minute firs pumper a.nd appurtenant equipment with a diesel engine, for the sum
of $9,275, is hereby accepted. The purchase price fc~r such equipment shall be
paid out of the Public Safety Department of the General Fund.
