fications for the improvement of public..streets-and alleys:.in.th.e.City of Richfield.
by penetration oiling, 2" 'bituminous stabilized base, and bituminous seal coat, and
has presented _such. plans and .specif.3:cations..:to...the.....Council for. approua~.., and
W~iEREAS, such improvement;.is in~its entirety .of a. type which under Minnesota
law it is permissible for .the city. to..construct.by day labor, and
WHEREAS, this Counc3:l hasheretofore advertised for bids acad awarded a conti°act
for certain of the bituminous and related materials needed in the making of such an

NOW, THEREFORE, BE IT RESOLVED by the City 'Council of the City of Richfield, as
follows :. .. _ ._
1. Such plans and specificati®ns shall be given Clerk's File No. 9238 and the
same are. hereby .approved and ordered_placed.on file. _
2. The. City Engineer shall_pi°oceed:..under the direction.-of ..the., City. Council. and
the City. Manager. ,. as given:fromrtime~.to,.time,.~to carry.on..all work.in.conn~ction with
such improvement in accorda~ace`with the'plans~and specifications herein approved, keeping
such account of-all costs°and expenses incurred in connection therewith as may be re-
quired by 1aw,. .
3. Financing. of said improvement,_~.s.:.to.be provided by .transfer .of monies from the
Permanent Improvement Revolving Fund{PiR}e Special Assessments hereafter levied by
reason of=said improvements-shall. be..used.as._a_source of monies to repay said PIR Fund.
