1971-4553r~~ RESOLUTION NO. 4553 IN OPPOSITION TO SENATE FILE NO. 1204 RELATING TO THE FREEZING OF LOCAL GOVERNMENT PROPERTY TAXES AT A DOLLAR AMOUNT WHEREAS the City Council of the City of Richfield is the official governing body of the City of Richfield; and WHEREAS the City Council has reviewed a bill designated Senate File No. 1204 relating to the freezing of property taxes at a dollar amount; and WHEREAS it is the opinion of the City of Richfield that enactment of such a bill would make it difficult or impossible to continue to provide the same level and quality of municipal services in future years; and WHEREAS the City Council is of the opinion that the adoption of Senate File No. 1204 would not be in the best interests of the citizens of the. City of Richfield; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota that the City Council strenuously objects to the enactment of Senate File No. 1204. BE IT FURTHER RESOLVED by the City Council of the City of Richfield that the City Council recognizes the need for and endorses the desirability of property tax relief. However, the City Council is opposed to any form of arbitrary limitations on important revenue sources where alternative sources of revenue are not made available to provide for growth, inflationary tendencies, or increasing pension and retirement fund financial requirements over which the City has no control. BE IT FURTHER RESOLVED that the City Manager is hereby directed to forward copies of this resolution to the Honorable William Kirchner, the Honorable Ernest 9~ ~. Lindstrom, the Honorable James Swanson, representatives to the legislature from Richfield; to the members of the Senate and House Tax Committees and to others with an interest in this proposed legislation.
