1971-4540rFJ ~, RESOLU'TTON' NO. 4540 IN OPPOSITION TO HOUSE FILE NO. 54 PROVIDING FOR TRANSFER OF POOR RELIEF TO COUNTIES WHEREAS, there has been introduced in the 1971 Session of the State Legislature, House File No . 54 which proposes that the town system for caring for the poor in the County of Hennepin be abolished, and WHEREAS, the bill provides for the transfer of the administration of poor relief to the County Welfare Board, and WHERAS, such bill would cause the cost to the City for such relief to increase by placing an additional tax burden upon our citizens, and WHEREAS, such a law would remove any City control of the administration of the welfare program, thereby preventing direct control of expenditures, and •WHEREAS, the City feels that it is capable of continuing to perform this service for the citizens of Richfield in an adequate manner keeping the cost to the local taxpayer at a minimum, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield that the City Council hereby goes on record as opposing this bill and urges its representatives to take all steps possible to prevent this additional burden from being added to the City's taxpayers, and BE TT FURTHER RESOLVED that the City Manager is hereby authorized and directed to provide the Honorable William Kirchner, the Honorable Ernest Lindstrom and the Honorable James Swanson, representatives to the Legislature from Richfield, with a certified copy of this resolution and that they are hereby requested on behalf of the City of Richfield to vigorously oppose enactment of House File No. 54. `~ -2- Passed by the City Council of the City of Richfield this 22nd day of March, 1971.
