1971-4532r RESOLUTION NO. 4532 RESOLUTION SUPPORTING A FEDERAL REVENUE SHARING PROGRAM WHEREAS, urgent demands for basic public services are outstripping our relatively inelastic local source of revenue and placing unrealistically heavy property tax burdens on our citizens; and WHEREAS, this problem is particularly acute in municipalities such as the City of Richfield where the community is completely developed and major new developments cannot be anticipated to help support the ever increasing demand on the tax base and WHEREAS, new sources of revenue which are not tied to the local property tax base are required and can be provided through the unrestricted sharing of Federally collected revenue with State and local governments; and WHEREAS, national revenue sharing is essential to preserve our Federal system, vital to the ability of State and. local governments to set goals , make decisions and be responsive to the needs of their citizens and to the resolution of the principal domestic problems confronting America; NOW, THEREFORE, BE IT RESOLVED by the city council of the City of Richfield a s follows 1. This council herewith goes on record in support of an adequate and fair national revenue sharing program which will return unrestricted amounts of revenue directly to municipalities with such program to become effective this year. 2. The City Manager is authorized and directed to send copies of this resolution to Senators Walter F. Mondale and Hubert H. Humphrey and Congressman Bill Frenzel for the purpose of notifying these individuals of the position of the City of Richfield on Federal revenue sharing and to urge their committment to passage of revenue sharing legislation during 1971. -2- LJ 3 Passed Icy the City Council of the City of Richfield this 8th day of 1 1 March, 1971.
