RESOLUTION NO. 4531
RESOLUTION RELATING TO REAPPORTIONMENT OF
CONGRESSIONAL DISTRICTS
WHEREAS, the Minnesota State Legislature is required by law to reapportion the
United States Congressional Districts of this State to reflect the results of the 1970
Federal census; and
WHEREAS, various proposals are now- being made in the legislature providing for
revised congressional district boundaries; and
WHEREAS, at least one such proposal combines the City of Richfield with the
City of Minneapolis. to form a single congressional district; and
WHEREAS, the City of Richfield has historically been located in the congressional
district which includes the suburban area of Hennepin County; and
WHEREAS, the City of Richfield .has a strong community of interest with the
suburban area of Hennepin County and has played an active and effective part in the
formulation of policies applicable to suburban communities; and
WHEREAS, the City of Richfield would be likely to lose much of its political voice
and effectiveness if it is included in the same congressional district with the City
of Minneapolis
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield
as follows:
1. This- council herewith goes on record in unalterable opposition to any
congressional reapportionment plan which would tend to separate
Richfield from the adjacent suburban area of Hennepin County or
which would combine Richfield with the City of Minneapolis .
2. The City Manager is authorized and directed. to send copies of this

Resolution to the Governor of this State, to the legislators
representing the City of Richfield and to such other members
of the State Legislature as he should deem advisable.
Passed by the City Council of the City of Richfield this 8th day of March,
19 71.
