RESOLUTION NO. 4495
RESOLUTION ESTABLISHING METHOD OF
IMPLEMENTATION FOR A NEW PAY PLAN
WHEREAS, Section 2.33, Subdivision 9, paragraph (11) of the Municipal
Code requires that the method for initial implementation of a new pay plan be
established by City Council resolution and that wherever possible such
implementation not affect the established anniversary date of any employee,
and
WHEREAS, the City Council has adopted certain new pay plans for 1971,
and
WHEREAS, the city manager recommended a method of implementation in
Council Letter Number 320 dated December 28, 1970 which is consistant with
Section 2 , 33 , Subdivision 9 , paragraph (11) of the Municipal Codeo
NOW, THEREFORE, BE IT RESOLVED that the City Council do and hereby
does establish the method of implementation recommended by the city manager
to the extent that it does not conflict with agreements between the City Council
and any organized employee group. The method of implementation is described
as follows:
1. In the 1971 pay plan the employes is assigned the same step of the
designated salary grade as was assigned during the last pay period
in 1970 provided that:
a, This represents at least a 5 percent salary increase. If less
than a 5 percent increase, then the employee would move to
next higher salary step in his assigned salary grade until there
is a minimum 5 percent increase.
b. This does-not represent more than a 12 percent increase. If
more than a 12 percent-increase, then the employee would
move to next lower step in his assigned salary grade until
the increase is equal to or less than 12 percent. The
employee would move no lower than the first step of the
assigned grade regardless of amount of percentage increase.

2, Those employees who are presently assigned to a salary step other
than step one and who in the new pay plan are assigned to step one
shall advance to salary step two on their annual anniversary date.
BE IT FURTHER RESOLtTED that the following employees who receive less than
a 5 percent increase under the preceding method of implementation to be granted a
maximum increase equal to 5 percen# with the provision that the rate is "frozen"
until the employee leaves the position or the pay grade is raised to cover his
present rate:
