Given under my hand and seal This 25th day of March, 2025 Michelle Friedrich City Clerk City of Richfield Hennepin County, Minnesota City of Richfield March 25, 2025 County of Hennepin State of Minnesota RESOLUTION NO. 12311 1 of 2 2025-3-25 MN Funds-Wood Lake Motion by: Coleman-Woods Seconded by: Hayford Oleary RESOLUTION AUTHORIZING STAFF TO EXECUTE AN AGREEMENT WITH THE STATE OF MINNESOTA TO RELEASE FUNDS FROM THE 2023 STATE OF MINNESOTA APPROPRIATIONS BILL, ADMINISTERED BY THE MN DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT, IN THE AMOUNT OF $12,000,000, AND DESIGNATED FOR THE WOOD LAKE NATURE CENTER BUILDING PROJECT, AND AUTHORIZING CITY OF RICHFIELD STAFF TO ADMINISTER THE FUNDS IN ACCORDANCE WITH GRANT AGREEMENTS AND TERMS PRESCRIBED BY DONORS. WHEREAS, the City of Richfield acts as the legal sponsor for the Wood Lake Nature Center Building Project and has the legal authority to receive financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and WHEREAS, the State of Minnesota allocated $12,000,000 in 2023 Appropriations Bill for the Wood Lake Nature Center Building Project; and WHEREAS, M.S. § 412.201 requires the Mayor and Council of all statutory cities to authorize by resolution the execution of all grant agreements and the administration of grant funds; and WHEREAS, the non-DEED source(s) of funds identified in the sources and uses outline in the application total the amount of $14,225,000 and these matching funds are committed and adequate to fully fund or provide the match for the project identified in the application; and WHEREAS, the City of Richfield has not violated any Federal, State or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or corrupt practice; and WHEREAS, upon approval of its development proposal by the state, the City of Richfield may enter into an agreement with the State of Minnesota for the above - referenced project(s), and that the City of Richfield certifies that it will comply with all applicable laws and regulation as stated in all contract agreements; and WHEREAS, any source(s) of the Applicant’s fund(s)s to fully fund the project shall be from the project account as designated by the City of Richfield, which has an adequate amount of funds to cover the commitment. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Richfield, Minnesota, as follows: The Richfield City Council hereby approves the agreement with the State of Minnesota for the release of $12,000,000 in funds appropriated for the Wood Lake City of Richfield March 25, 2025 County of Hennepin State of Minnesota RESOLUTION NO. 12311 2 of 2 2025-3-25 MN Funds-Wood Lake Nature Center Building Project, and authorizes City staff to implement the funds for the project.
