RESOLUTION RELATING TO AN INTERIM LAND USE
POLICY FOR THE EVALUATION OF LAND USE APPLI-
CATIONS PRIOR TO THE ADOPTION OF A COMPRE-
HENSIVE PLAN FOR THE CITY OF RICHFIELD.
WHEREAS, the City of Richfield is in the process of preparing a comprehensive
development plan for controlling the future growth and development of the city; and
WHEREAS, the City Council of the City of Richfield feels it desirable to formu-
late and use a clearly stated set of guidelines for the evaluation of land use
applications proposing changes within .the existing land use pattern~of the city; and
WHEREAS, the City Council feels it desirable to use this set of guidelines in
formulating decisions on various land use applications made prior to the official
adoption of the comprehensive development plan for the City of Richfield;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHFIELD
THAT the city adopt the following interim land use policy statement:
1. It is recommended that the City Council encourage all new development in
the City of Richfield to conform to the proposed Plan, until such time
as the Plan is officially adopted by the City.
2. It is recommended that the Council permit new development to occur, which
does not conform to the Plan, when the following conditions are met:
a. The new use does not require a rezoning which is inconsistent with
the Comprehensive Plan.
b. The new use does not basically alter existing patterns of develop-
ment, either of the property or of the area.
c. The proposed development of the area, according to the Plan, appears
to be more than ten years off.
d. The property otmer of the proposed development has acknowledged that
he has been given full information in writing regarding the long-
range aspects of the Plan, as it affects his property.
3•. It is recommended that the City Council table all other new development
requests which are in conflict with the proposed Plan for a least 90
days, or until the City has adopted a Comprehensive Plan for development.
Passed by the City Council of the City of Richfield, Minnesota, this 13th day
of July, 1970.
