RESOLUTION OF INTENT REGARDING 1970 COMPENSATION AGREEMENT FOR
MEMBERS OF LOCAL 1215, INTERNATIONAL ASSOCIATTON OF FIRE FIGHTERS, AFLmCIO
WHEREAS, the city manager representing the city council did enter into discus-
sions with Local 1215 in accordance with Section 179.50 of the Minnesota Statutes,
and
WHEREAS, the city manager and Local 1215 did make use of mediation services
in accordance with state statutes, and
WHEREAS, the city council did request an adjustment panel in accordance with
state statutes , and
WHEREAS, the adjustment panel held hearings, took testimony, and has submitted
recommendations for a settlement, and
WHEREAS, the city council has thoroughly reviewed the items offered by the
city and those recommended by the adjustment panel and wishes to implement certain
revised salaries, benefits and working condition improvements for Local 1215 in 1970;
NOW, THEREFORE, BE IT RESOLVED by the city council of the City of Richfield

1. A ten percent salary increase for fire fighters and captains plus the addition
of $2.00 per month to the ten percent increase as recommended by the adjustment
panel with the total salary increase to be effective on the first day of the pay period
closest to January 1, 1970 which is December 28, 1969,
2. Creation of six lead men promotional positions which would be filled by six
of the existing 22 fire fighters who would be paid four percent more than the fire
fighter rate . This offer will be implemented through the normal civil service promo-
tional procedures and become effective as soon as the promotions can be reasonably
processed through the civil service systemo
3. Reduction of the average number of weekly duty hours from 61.4 to 59,1 hours
per week, This change will become effective as soon__~.s -it 3s reasonably possible
to complete the rescheduling occasioned by the reduction in average duty hou~°s by
2 d3 hours per week.
4. Provision of $5,000 term life insurance and a total of $5,000 accidental
death and dismemberment insurance with the City to pay the total premium cost.
In addition, an individual may purchase, at group rates, term life insurance and
accidental death and dismemberment insurance in amounts equal to either 1 1/2
times his annual salary to the nearest $5, 000 or two times his annual salary to
the nearest $5, 000. The optional insurance purchase may also include a maximum
$1,000 dependent coverage for the spouse and for each dependant child between six
months and 23 years of age. This offer tnTi11 be implemented as soon as registration
cards are coanplett~d by Local 1215 members.

5. Continuation of the present longevity program of one percent after
five years, but to include a change in calculating the benefit by changing the
base salary from the 1967 monthly salary to the current monthly salary. In
addition, the initiation of a tvao percent longevity increment after ten years of
service to be calculated on the basis of current monthly salary. The effective
date of this change will be the first day of the pay period closest to January 1,
1970.
