1970-4325r~~ ~~~ RESOLUTION NO. 4325 RESOLUTION OF INTENT REGARDING 1970 COMPENSATION AGREEMENT FOR MEMBERS OF THE RICHFIELD POLICE OFFICERS FEDERATION WHEREAS, the city manager representing the city council did enter into discussions with the Richfield Police Officers Federation in accordance with Section 179.50 of the Minnesota Statutes , and WHEREAS, the city manager through these discussions did reach an agreement with the Richfield Police Officers Federation, and WHEREAS , such an agreement between the city manager and the Richfield Police Officers Federation must be approved by the city council before the agreement can become effective , and WHEREAS, the city council has thoroughly reviewed the items contained in .this agreement and wishes to approve the agreement reached by the city o manager with the Richfield Police Officers Federation; NOW , THEREFORE , BE IT RESOLVED by the city council of the City of Richfield that it is the intent of the city council to provide for the following: 1, A thirteen percent salary increase for dispatchers, police women, patrolmen, detectives and sergeants to be effective on the first day of the pay period closest to January 1, 1970 which is December 28, 1969. Subject to final approval. by the Civil Service Commission all new patrolmen recruits will be required to have two years of college education or its equivalent prior to appointment. 2. Continuation of the present longevity program of one percent after five years and two percent after ten years , but to include a change in calculating the benefit by changing the base salary from the 1967 monthly salary to the current monthly salary. The effective date of this change to be December 28, 1969. 3 . Provision of $3 , 000 term life insurance with the city to pay the total premium cost and an optional benefit which will permit the employee to purchase additional amounts of insurance. (Any additional insurance Stvould be paid for in total by the employee) . This program would become effective as soon as a carrier is selected. 4 , Payment by the city of the 1970 em lp oyee hospital-medical/surgical insurance premium . 2 5 a A classification and salary survey to be conducted during 1970 for the purpose of studying all municipal jobs to determine- whether `'various positions are being adequately coxnpens.s~ted and .whether internal _ salary relationships are as equitable as possible, (This study should provide an objective answer to the question which has been raised periodicalJ.y about the compensation level of the dispatcher classifi~ cation) o 6 a The preparation of specifications and the taking of bids far uniform clothing items ~ A federation representative will be invited to partici® pate in the preparation of this material o The lowest responsible bidder who meets all specifications would be awarded clothing purchases and all clothing purchases approved by the department director would be purchased either individually or in large quantities from the low bidder, Passed by _the City Council of the City of Richfield this 9th day of February, 19700 tA-> Stanley W o Olson Mayor Attest ,,rr r'Lt~ ~~ TT o as Je M :•an Clerk
