RESOLUTION No. 4282
RESOLUTION RELATING TO FAA PROCEDURES
WHEREAS, the Metropolitan Aircraft Sound Abatement Council, hereinafter
referred to as MASAC, was organized as anon-profit corporation under the laws of
Minnesota, consisting of representatives from both the public and the aviation
industry, whose members include the six municipalities adjoining the Minneapolis-
Saint Paul International Airport - Wood-Chamberlain Field - the seven ca~tifid~ted.
airlines serving the airport, the Metropolitan Airports Commission, the Airlines
Pilots Association, the Minnesota Business Aircraft Association, the Minneapolis
and St. Paul Chambers of Commerce and the Minnesota Aviation Trades Association;
and
WHEREAS, the City of Richfield is a member of MASAC; and
WHEREAS, the purpose of MASAC is the furtherance of the general welfare of
residents of communities ad,3oining the Minneapolis-Saint Paul International A~.r-
port - Wold-Chamberlain Field, through the alleviation of problems created by the
sound of aircraft using the airport; and
WHEREAS, MASAC has found, based upon a study performed by its Operations
Committee, that by installing full ILS instrumentation for the runways in critical
noise areas, there would be a positive step toward the reduction of noise and an
additional safety factor for air passengers and pilots; and
WHEREAS, there is now no requirement or standard issued from FAA headquarters
to include noise with existing criterion for safety throughout the "National
Airspace System;" and
WHEREAS, MASAC desires to seek the support of the Congress of the Un"3;ted States,
to require that the FAA make noise a consideration or criterion for the adoption
of terminal area procedures (TERPS), the installation of radio aids to navigation
and the employment of aircraft operating procedures optimized for noise and safety
in the terminal area.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHFIELD that
the Administrator of the Federal Aviation Administration is urgently petitioned to
require that noise as well as safety be considered in the adoption of terminal area
procedures (TERPS), the installation of radio aids to navigation and in optimized
aircraft operating procedures at airports as an immediate positive step in the re-
duction of-noise at airports throughout the United States.
