RESOLUTION No. 4281
RESOLUTION RELATING_TO SOUND-ABATEMENT EQUIPMENT
WHEREAS, the Metropolitan Aircraft Sound.Abatement Council, hereinafter
referred to as MASAC, was organized as a corporation consisting of members from
both the public and the aviation industry; and
WHEREAS, the City of Richfield is a participant in MASAC; and
WHEREAS, MASAC has as its purpose to study and consider programs, suggestions
and ideas for the reduction of noise for the overall general welfare of the comuni-
ties adjoining the Minneapolis-Saint Paul International Airport - Wo1d-Chamberlain
Field; and
WHEREAS, MASAC has determined, based on the study of its Operations.Committee,
that-full ILS instrumentation be installed on the present back course approaches
to runways 11R and 22 at the Minneapolis-Saint Paul International Airport - Wold-
Chamberlain Field; and
WHEREAS, MASAC has determined that the installation of such ILS glide slopes on
the back course .approaches to runways 11R and 22 would be a significant factor toward
the reduction in noise and provide an additional safety factor for air passengers and
pilots; and
~~WHEREAS, MASAC is desirous of seeking the support of the Congress pf the United
States to carry out the necessary appropriat3cons and approvals and requirements for
use of noise as a criteria for the installation of ILS glide slopes and, more
specifically, for the installation of ILS glide slopes on the back course approaches
to runways 11R and 22 at the Minneapolis-Saint-Paul International. Airports and

WHEREAS, runways 11R and 22 are the principal approach runra~ay-s during the t~~.rm -
weather season when air traffic reaches its seasonal peak and the Kprobl~ta:;is.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RICHFIELD that
the Federal Aviation Administration is urgently requested to approve the imm~:dl.ate
installation of ILS glide slope systems for runways 11R and 22 at the Minneapol3s-
Saint Paul Internatipnal Airport - Wold-Chamberlain Field.
