WH~EREAS9 the City Gharter9 Chapter 79 Section 7e099 gives the council Guth®rity
to transfer unencumbered appropriation balances from one office9 department or ages
to an®ther urithin the same fund at the request of the manager9 and9
WHEREAS9 the city manager has requested a revision ®f the 1969 budget appropri
ations as detailed in the proposed 1970 budget document,
