WfiEREASe pursuant to a Resolution designated as Resolution Noo 3764 passed
by the City Council on January 239 1967, the City Engineer has prepared plans and
specifications for the improvement of public streets and alleys in the City of
Richfield bar penetration oiling9 2'~ bituminous stabilized base9 and bituminous
seal costa and has presented such plans and specifications t o the Council for
approvals and
Tn1HEREASe such improvement~is in its entirety of a type which under Minnesota
law it is permissible for this city to construct by day labor, and
EASs-this Counoil has heretofore advertised for bids and awarded a
contra.et for certain of the bituminous and r elated ma~teria3,s needed in the making
of such an improvemento
NOWa THEREFORE9 BE IT RESOLVE? by the City Counoil of the City of Richfield9

and the same are hereby approved and ordered placed on filed
2e The City Engineer shall proceed-under the direction of the City Council
and th® City Managers as ~ given from time to time9 to carry on all work in con--
nec°tiori with such improvement in accordance with the plans and specifications
herein approvede keeping suoh account of all costs and expenses incurred i:n
c®nnection therewith as may be required by the City Manager and as are required
by Iawa
3, Financing of said improvement is to be provided by the sale of Special
Assessment Temporary Improvement Bonds and transfer Qf monies from the Permanent
Improvement Revolving fund (PIR), Spacial Assessments hereaft®r levied by reason
®f said improvement-shall b® used as a source of monies to repay said PIR Fund
and Temporary Improv®ment Bondso
