TT RESOLVED by the City Council of the City of Richfield Minnesota, as follows : 1. This council herewith records its concern over the increasingly serious problem resulting ,from the d.~~.ving of motor vehicles by persons under the infiuence•of aicohoiic beverages. 2. This council,-being apprised of the statutes of the State of Minne- sota relating t© driving motor vehicles under the influence of.aicoholic beverages, herewith records its belief that such statutes are nndulq lenient upon pets©ns c©nvicted of such ®ffenses and are unduly strict in the proof requ~,~ted as t® the perch tage of alcohol in the blood of _a persons suspected of ~ ch offenses, i •3. This council,,, therefore, urges ttie enactinerrE of legislation (a) permitting the imposition of more severe penalties than those now provided for, for violation of the prohibitive .against driving under the influence of an alcoholic beverage, and (b} lowering the repaired percentage of alco- hol by weight in the blood which mus t~be_proven in order to give-rise to the presumption that a person is under the influence of an aicohoiic beverage. 4. This council Further urges the enactmen t of legislation revising the implied consent lew in the State ®f Minnesota so as to make it more workable, sa .that drivers who refuse •to take ~~rec©gnized scientific tests to determine the amount of alcohol in their bl©od may have their driver's licenses re- voked Passed by the cifiy council of the City of Richfi.eid this 10th day of October, 1966.
