A public hearing shall be held on the 26th day of September, 1966, in the council chambers of the Richfield City Ha1T at.~7:15 P.M, to pass upon such proposed assessment and at such time and piace.aii persons owning propertq affected by such improvement will be given an opportunity to be heard with reference to such improvemento 2.
