1966-3618r~~ R&SOLUTION NO o ~61~ RESOLUTION REIATING TO OPERATION OF UNITED STATES POST OFFICE DEPARTMENT ON TRAFFIC SAFETY U~fiEREAS, the United States Post Office Department frequently locates its mail boxes in urban areas in locations which are in close proximity to intersections, and WI~REAS, the location of such mail b®xes obscures visibility at inter- sections and necessitates the stopping of po~tai vehicles, for pick up and delivery, at such intersections in such a way as frequently to impede the normal and safe movement of ®ther vehicular traffic, and WHSRBAS, such location of mail boxes f requentiy leads the operators of postal trucks or members of the general public to make ief t turns across other lanes of traffic in order to proceed on their routes, or in order to reach such boxes, so as to constitute a hazard to other traffic on the highways, and TiVI~REAS, the opera tors. of mail pick up trucks frequently impede heavy traffic in urban areas by making mail pick ups during the times of greatest traff is congestion, by stopping their postal v ehicles in moving traffic lanes ~ and WHERBAS, the United States Post Office Department frequently contracts for the construction of post office buildings in urban areas by private entrepreneurs, and WHBREAB, the provisions of leasing of such post office buildings appear to be so restrictive that it is not economical for the lessor to provide adequate off mstreet parking for the postal vehicles and the vehicles of employees of such post office a NOW THBREPORE, BE IT RESOL`1ED by the City Council of the City of Richfield, Minnesota, as follows: ip This council herewith requests the National League of Cities and the United States Conference of Mayors to take cognizance of the problems of traffic safety and parking congestion which are created by the practices of the United States Post Off ice Department, and that such organizations take such action as may be necessary, including federal legislation, to seek changes in the practices of the United States Post Office Department so as to reduce traffic hazards and vehicular parking congestionp 1966.
