1966-3613r A° RESOLUTION No. 3613 RESOLUTION RELfi TING TO TAX REFORM IN MINN~,S(}`P.~ ~i?HE,REAS, real estate taxes in the City of Richfield and elsewhere throughout the State of Minnesota have been rising steadily in recexrt years as a result of increases~in governmental expenses in local political subdivisions, counties and the state, and Tn1HERE~.S, such real property taxes are reaching the point where further in- creases will impose severe hardships on persons whose incomes are not growing 3n proportion to the increases in such taxes, and ~fiEREAS, it appears to this council that the property taxes upon industrial and commercial inventories tend to have the effect of discouraging the location of new industry in the State of Minnesota and the gxowth of existing industr~r in this states and ~~ ~.'HEEtEAS, it appears that with increasing responsibilities of local9 county at~d state government, and the increasing costs of government, it will be necessary to find new sources of goverrnnental revenue, if the local, aourity and state governments of the State of Minnesota are to continue to discharge their respective responsibilim ties in a proper waye NOT~I THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield, Minnesota, as followso 1. This council herewith. records its belief that a thorough-going state-wide tax structure reform is now necessary' and that any such state..wide reform should include the followings (a) I'rov3.sion for a ceiling on real property taxes at or near existing levels {b) The institution of anew non-property taxi (c) The elimination of personal property taxes {d) A partial reduction in real estate taxes as a result of such rsew n®n-property taxes; {e) The application of the principle of ability to pay as a px°imary principle in axr~r new non-property tax. ~. This council recognizes the increased importance of efficiency and econaxa~ in government necessitated by constantly increasing levels of taxation and herewith records .its belief that arty tax structure reform. must be accompanied by redoubled effort on the part of all levels of government to realize maximum efficiency ark, economy® 3.
