RELATING TO BRIDGE OVER COUNTY HIGHWAY No. b2
and BL40MINGTON AVENUE.
'WHEREAS, it has been proposed that a vehicular highway bridge be constructed
over Hennepin County Highway No. 62 (Cross-town), at Bloomington Avenue, and
WHEREAS, the estimated .cost of such bridge as proposed is approximately
$175~oO0, and
WHEREAS; the preliminary purpose of such bridge appears to b e to provide
a direct street connection into Minneapolis from about 33 residences located
in the City of Minneapolis on the south side of such highway No. 62, adjacent
to the City of Richfield, and
WIDJRFAS, the City of Richfield is willing to prov3.de such residences with
essential governmental services, such as fire and police protection and sewer
and street maintenance on a contractual basis, without profit, if such bridge
is not constructed, and
WHEREAS, access to Minneapolis schools from such residences could be
obtain®d across a pedistrian bridge w3.th relatively little inconven3.ence and
with much less post to the county and
WHEREAS, if such bridge is not constructed, the access of such residences
$nto~Minneapolis wi11 be no better or worse than thg access into Minneapolis
- frpm a much larger number of residences in the City of Richfield in the same
vicinity, and
WHEREAS: County Highway Department estimates of the traffic volume on such
proposed bridge do not justify its cost, and
WHEREAS, such bridge, if constructed, w3.11 tend to disrupt established
traffic patterns and will tend to create concentrations of vehicular traffic
on residential streets in Richfield and Minneapolis at the end of such bridge;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Richfield,
Minnesota, as follows
1. This council herewith reaffirms its opposition to the construction of
.said vehicular highway bridge across Highway No. b2 at Bloomington Avenue, and
to the expenditure of County funds for that purpose.
2. This council. respectfully requests that the Hennepin County Board and
the Minneapolis City Council carefully reconsider the question of whether such
bridge is actually needed and whether the expenditure involved is actually
justified.
3. Let copies of this resolution be forwarded to the Hennepin County Board
and to the Minneapolis City Council.
