1964-3238r~''J RESC}LUTION Nos 3238 RESOLUTION APPROVING MINNESOTA STATE HIGHWAY PRELIMINARY PLANS FOR PROPOSED INTERCHANGE AT 76th STREET AND TRUNK HIGHGJ'AY N0.35~ WHEREAS, the Commass3.oner of Highways has prepared preliminary plans for the improvement of a part of Trunk Highway Number.39~., renumbered as Trunk ~Iighwa~r Number 35~'within the corporate limits of the Village of. Richfield (proposed interchange at West ?6th Street and Trunk Highway 35W); and WHEREAS, said preliminary plans are on file in the. office of the Department of Highways, Saint Paul, Minnesota, being. marked, labeled, and identified as Layout. No. 2 B.S.P. 2780 - 7D (T. H. 35W ~ 39~.) proposed..interchange at West ?6th Street-Trunk Highway 35W; and WHEREAS, copies of said preliminary plans as so marks-d~.labeled, and ident~.- fiad axe also on file in the office of the Village Clerk; and WHEREAS' the occupants of-the..dwelling.units which.wil]. be taken, if such project as constructed,. have~chaldren attending either public or private schools of the Village of Richfield; and WHEREAS, the ramp :.and service drive (Humboldt Avenue) at the northeast quadrant of the interchange wall be_very close to private residences in an established. residential area9 and WHEREAS, the term "said preliminary plans" as hereinafter used in the body of this resolution shall be deemed and ixrtended to mean, refer to, and to incor- porate~the preliminary plans as.in the. foregoing recitals particularly identified and descrabedo NOW,~THEREFORE, BE IT RESOLVED by the V.311age Counc~.]. of the Village of Richfield, Minnesotae 1. That said preliminary p7.axss fo.r the improvement of Trunk Highway Number 391, renumbered.Trunk Highway Number 35W within. the limits of the Village of Richfield, be and. hereby are approved. 2. That the Village Council of Richfield requests that in so far as possible, possession by the State of Minnesota of the right®ofaway to be acquired in the construction of this project, be deferred until the end.of..the 1961-1965 school year to permit the children living in the residences, which will be taken far right~of..way, to complete the school years 3, The Village Council recommends that in the interest of deadening the sound of motor vehicles moval.r.~ from 76th Street onto ~3;w, a buffer of trees or shrubs (preferably ~fvergrees:s) be planted between the ramp and the service drive (Humboldt Ave.) in the northeast quadrant of the Trrterchange.
