1963-3110r66 RESOLUTION N0. 3110 - RESOLUTION RET,A~TINQr• TO APPLIOATION OF RADIO STATION WPBC TO OBTAIN PERMIT FOR FULL-TII~ BRO~iD~:ASTINf~ IN RTCHF~S~D Wf~RFAS~ radio station WPBC has made application tc the Federal Communications Commis- sion for a permit for full-time broadcasting in this villag®, and WF~REAS, the V311age of Richfield is a se]~-conta3.ned community with a population of approximately 1159000 residents and is the sixth largest municipality in the Stato of Minnesota, end WHEREl~S, the- community of Richfield has been a separate and distinct commun3.ty9 historically9-for over 100 years, with a separate municipal (v3.l.lag®, gov®rnment for over 50 years, and V~F~REAS9 the village-operates its own police department, fire department, water system, sewer system, perk and playground system, and other municipal departments ordinarily operated by ind®pend®nt municipal governments in mature communities, and x,59 the Village of Richfield has now developed to a point where nearly all available land within the corporate 13~aits has b®en dev®loped for residences, churches, businesses, industries and public facilities, and ~RF.~4,S, there are a considerable number of established churches and church schools • in $h~ village, and WRERE,~,S, the Richfield School District (Independ®nt School District No. 280) embraces substartti~l~y the same territory as the village and a11. of its eight slam®rntary schools, two junior high schools and its senior high school are located within the corporate 13mits of the village, and WBERE~S9 there traditionally have been and now area considerable number of civic9 f~aternal9 busiriees9 veterans end oth®r organizati©ns in this community which serve, pr3marily9 the needs of the resid®nts of this community, arad i~HE'RF~,ov®r a period of many years, th® residents of this community have demonstrated a,~trong identification with it, as evidenced by the designation of the Village of R3.cli~ield as an Ail America City by reason of the great amount of citizen participation in civic progress, and ~S, no radio station presently serves Richfield as its primary service area9 and ~5,, the establishm®nt of a full-time radio station in Richfield, with Richfield ass its primary service area9 would be of great value to its government, businesses, industries9 ohuroh®s9 schools, carganizations and residents generally NOW THEREFORE9 BE IT RESOLVED by -the Village Council of the Village of Richfield9 Minnesota, as followss 1. This Council herewith records its support for the aforem®ntioned application of radio station ~1PB'C, now pending before the-Federal .Communications Commission, and urges that such permit application be giv®n favor~bl® oonsideration. 2, Tree Village Manager is h®reby authorized and directed t®.provide certified copies of this resolution to the F®dsr~l Communications Commission and to such oth®r in- terested partses as he may d®terra~c3,n® so as to make kno~an°~he posit~.on of this Council on such application.
