been charged to the Engin®ering Division appropriation although a portion
of such salaries are chargeable to Special Assessment Pro~ects9 and
W~~REAS9 it was contemplated by the village council in the adopting
of the 1963 budget that transfers would be made accordingl,~r to provid® neces-
