RESOLUTION RELATING TO THE RICHFIELD PLANNING C~'lISSION
W.EiEREAS'a the need exists for long range planning for the future growth and
development of the Village of Richfield9.and
WHEREAS, a need exists for a means by which the Village Council may consult with
representative citizens about questions relating to zona.ng and land use9 and
WK~EAS, the need exists for max3.mum possible coordination of plans and programs
of Independent School District No.-280 with the plans and programs of the Village of
Richfield' and
WHEREAS, an organization called the Richfield Planning Commission was created

by the Village Council of Richfield by resolution adopted on September 10, 19569
which organization has been in exa.stence since said date and has rendered invaluable
service to the community, and
WHEREAS, it now appears desirable to add to the size of that organization and
inere~se the subjects of investigation and recommendation of such organizationo
NOW THEREFORE9 BE IT RESOLVED by the Village Council of the Village of Richfield9
Minnesota9 as follows
1. The official name of such organization sha]1 continue to be the "Richfield
Planning Commission."
2. The Commission shall be an advisory group, whose responsibility it shall be
+.o an?lect a.nd classify all pertinent information relating to the future grocath and
d.evplopment of the community as members shall deem advisable, and as requested by
the Village Council. Such ixLf ormation shall include information relating to the zoning
and land use of property .within the community.
The Commission shall consider9 from time to time, the financial position of
the village and the school district9 in order to determine whether and at what times
zrarious phases of public programs can be undertaken by the community.
It shall-consider what capital improvements may be feasible for this community,
from time to time, up to twent~r five years, and shall make recommendations as to the
priority in which such capital improvements should be made.
From time to tune, as problems are referred to the Commission9 it shall in~
vestigate such problems, especially relating to land use and ~~oning9 and shall report
its findings- and recommendations to the Village Council for consideration

3. The membership of the Commission shall consist of eaght regular members
appointed by the Village Council.. Tn addition to such members9 the Village Manager
and one member of the Village Councils and °t~'ie Superintendent of Schools ar~3. one
member of the Board of said 17istrict No. 280 shall. be ex-officio members of the
Commission. Such members are named to the Commission wS.th a view that t~.eir
membership w3..11 facilitate the exchange of infor^ma,tion between the bodies they
represent and the Commission® Such ex-officio memberships shall be without vote
and shall not be counted. in determix~i.ng a quorum necessary for the transaction of
business. A quorum necessary for the transaction of business shall, be four. The
te?~!? of office~of the regular members shall be one year and shall begin at the tame
of appo7ntm~nt. The terms of all regular members shall expire on the second Monday
in .Tan»~,~y of +.,he year follokra.ng the year in which they are appointed.
Upon the resignation of any member or upon the failure of .ar~,y member to
attend three meetings of the Commission wl.thout cause9 the Council shaJ.1, appoint a.
successor to the Commission,

of genera]. supervision of the activities of the Commission and of presiding over
the meetings of the Cammission~ and such other duties as are prescribed herein..

6. Reports shall. be made at such times as deemed suitable by the Commission8

7. ?When it appears-necessary that expenditures be made to reala.ze °~h.e ob3ectives
rof fha rrisGion~ application shall be made to the Village Council in writing9 which
application shall state the facts pertaining to the proposed expenditure and if the
facts nndicate that such. expenditure would be in furtherance of the objectives of the
Gommission9 the Council may authorize payment of such expenditure as a claim agaanst
the Village,
8. The meetings and :r°oceedings of the Commission sha11 be conducted in accord
with Roberts Rules of Ordc :° Revised except insofar as they do not conflict with or
are inconsistent with these by laws.
