RESOLUTION No. 2919
RESOLUTION RELATING TO DEFICIENCY IN APPROPRIATION OF TAX
REPLACEMENT AID TO RICHFIELD SCHOOL DISTRICT.
WHEREAS, the Minnesota State Legislature detached approximately one-third of
the area of the Village of Richfield and approximately one-third of the area of
Independent School District No. 280 from such political subdivisions, such detached
area comprising a part of Minneapolis-St.Faul International Airport, and
WHEREAS, Minnesota Statutes, Section 360.i.~3, provides for the payment to
Independent School District No, 280 (Richfield) of certain sums, pursuant to a formula
contained in such statute, as a replacement fir revenues lost as a result of detachm
merit of the airport from such school district, and
WHEREAS', the appropriation made to pay such school aids for the ,fiscal years
endir_g Jane 30, 1962 and 1943 were in the amount of $125,000 per year, and
WFIFREAS, the formula providing for such appropriations would have required
$169,310,62 for each of such years in order to pay to the school district all sums
provided for in such formula, and
WHEREAS, the failure of the Legislature to provide the full amount provided
for in such .formula has an unfavorab7.e impact upon the rats of ad valorem taxes

Neva' THEREI'ORE, BE~ IT RESOLVED by the Village Council of the Village of Rich-
fialrl, Hennepin County, Minnesota, as follows:
1. The Village of Richfield herewith requests the Minnesota State
L?gislat»r? to make a deficiency appropriation for the b~ne£it of Independent School
District No, 280 in the amount of $$8,621,2l~, payable forthwith to such district,
to cover such appropriation deficiency.
2. The Village Council herewith requests the support of the Minnesota
Legi stature in making the full appropriation for the years 1963-196. and 1961~~-1965 s4
Rs to honor the commitment made by the Minnesota State Legislature at the time that
the aia°port property was detached from the Village of Richfield and from such
Independent School District No, 280®
