COOPERATIVE~AGREEMBNTQa PROVIDING FOR CREATION OF
SUBURBAN RATE AUTHORITY
1~IEREAS, the Village Council of the Village of Richfield, Hennepin
County, Minnesota, has adopted an ordinancegranting a f ranchise to the
Minneapolis Gas Company, commonly referred to as the 9eUniform Suburban
Franchise for Minneapolis Gas Cooflaa and
V~HSRBAS, such franchise contempiate~ the creation of a Suburban
Rate Authority by communities within the defined suburban zone which adopt
such franchise, a~
U~HBRBAS, this Council. has been presented with a Joint and Coope~a~
tive A~r~ement designed to provide for such a Subur~san Rate Authorityp
Nd~ THEREFORE, BB IT ABSOLVED by the Village Counci9i of the Village
of Richfield, Minnesota, as foilow~v

the public health, safety, conveniea~e, prosperity and
gener~.l~ welfare for the Village of Ri~hf laid Ora enter into the
. ~~®posed eBJoint and Cooperative Agreement°e, providing for a
Suburban Rate Authority to administer the provisions of the
Uniform Suburban Franchise for Minneapolis Gas Companyo
2. The mapor and manager are hereby authorized and directed
to execute such agreement for and on behalf of the Village
of Richf ieida and to transmit an e~e~:cuted copy thereof to the
Village manager of the Village of Richfiei4l, together with a
certified copy of this resolutiora® .
3o The person who is hereby designated to serve as the first
representative of the Village of Ri~field on the Board of
Directors of the Suburban Rate .Authority is. Stanley 1~0 Olson,
