Richfield, as follows s

p~:~s`upon such proposed reass.e~sment, and at such time and pga ce all per@
sons owning property affected by such storm sewer reassessment will be "

2® The village ciert~ is hereby directed to cause a notice of
the hearing on the proposed reassessment to be published twice in ~Jhe
~ffic3:a1 newspaper at least two weeks prior to the hearing, and he ~ha11
state in the notice the fact that the purpose of the reassessment is to
reduce the special assessments in the area described in the aforementioned
resoiution®
