1961-2401r~~ RESOLUTION N®. 2401 RESOLUTION RELATING TO MANAGEMENT OF JOINT RECREATION PROGRAI-i ' Z~REAS, the board of education of Independent School District No, 280 and the village council of the Village of Richfield have been oper- ating a joint recreation program for a number of years under the prom visions of Minnesota Statutess Section 471016, grid WHEREAS, this statute provides that the parties involved in such a program may "co®operate in its conduct in any manner in which they may mutually agree+~ and that they may ndelegate the operation of the program to a recreation board created by one or more of them"t, and WHEREAS, these two boards have now agreed upon a revised method of handling the operation of this program NOW, THE1tEFORE, be~it resolved by the village council of the Village of Richfield that the-basis for the operation of the joint recreation program, being conducted with Independent School District No. 280, shall be as follows la The school board (of Independent School District No, 280) shall assume responsibility for the administration of the joint program of public recreation both within and outside the village limitso 2a The school board shall conduct the recreational activities and pay for the necessary supervision incident thereto, for programs on the grounds and properties owned or controlled by the school board., the Village of Richfield' or private property used in connection with such a program, and any other location in which such program is conducted, 3o The village shall designate such of its properties as shall be available for use as recreational facilities in such program, 4e The responsibility for maintenance of any property or recreational facility used in connection with the program will be assumed by the owner of such property' 5, The school board, upon recommendation of the superintendent of schools, shall employ a professionally trained director of recreation and such other personnel as is deemed necessary to develop and maintain a comprehensive program of recreation for the entire villageo 6, For the purposes of operating such recreational program, the school board is also designated as the recreation board, ?o In the conduct of such joint recreational program, the school board and the village council shall strive to accomplish the following obje ctiveso Ao To maintain interest and understanding of the recreational needs and desires of the community, r B, To continue an interest in the village wide recreation program and strive for the greatest possible utilization of school and park facilities for recreational uses and Ca To develop long®range programs directed toward fulfilling the recreational needs of the community, 8a The director of recreation shall be directly responsible to the superintendent of schoolsa 9e On or before April 1 of each year a recreata~on budget for the ensuing year will be prepared by the recreation director and presented to the superintendent of schoolsa 1Qs. The recreation budgets upon approval9 shall become the recreation fund and expenditures therefrom shall be authorized only by the board of educations llo On or before July 1 of each years a full report of the recreation program for the preceding 12 months shall be prepared by the recreation director and presented to the superintendent of schoolsa 12Q The recreation director may prepare regular or special reports and advisory recommendationso He may make such studies as he deems advisable or as may be requested by the superintendent of schoolsa 13e Village buildings grounds and other park facilities such as warming houses, used in the conduct of such programs shall be maintained by the village with its personnel8 and recreation program supervisory personnel shall be employed and paid by the board of education, -- 14s The superintendent of schools shall transmit to the village requests for the use of village parks and other properties for use ~,n the program in sufficient time so that such properties can be made available and ready for such uses 150 Requests to the village for the changing revamping or installing of facilities for use in the recreation program shall be made in writing by the superintendent of schoolso 16, Reservations for the use of village parks for events not connected with the recreation programs such as picnics and outdoor meetings shall be handled in the following mannero The application shall be made to the director of recreationq who shall indicate on the application whether the use of the park or area at the time applied for would conflict with the recreation programs The application shall then be presented to the village manager for actions 17o Upon written request of the superint-e~dent of schoolsa the village will construct such facilities as temporary stages and temporary lighting for specific recreation program events The cost of such temporary facili® ties shall be shared equally by the school district and•the villageo 0 2 m 18, This manner of conducting the recreation program shall be effective for the caie-ndar year 1961 and shall continue from year to year thereafter unless terminated by action of the governing body of the school district or the village® Passed by the village council of the Village of Richfield this 23rd day of January, 1961. rving Rs eldsen, Mayor ATTESTo Oe an Kr ve en, Manager 2%~ Edward e bfo~~aie,~li .gage Clerc
