f RESOLUTION APPROVING PROPOSED UNIFORM FRANCHISE ORDINANCE
AND ENABLING LEGISLATION RELATIVE TO MINNEAPOLIS GAS t~OMPANY
fi~REA39 there have been negotiatioaas b®tw®en th® Minn®spo~,is Gas Company
and communiti®s se~v®d by the subu~°°ban division of the Minneapolis Gas Company
over an eactend®d period of t3sne~ reaultixig in the drafting of a propoa®d new
uniform franchise ordinance for communities serv~ad by the suburban division of
the Minn®apolis Gays Companye and
i~HEREASg after a thorough analysis of the provisions of such proposed
franchise ordinances a firm of rate consultants acting on beha~,f of such com
mur~a.ties has recommended that such franchis® ordinance be adopt®ds and
REAS~ after having ®~ramined and analysed the provisions of the said
franchise ordinances it is the considered judgment of this Council that the
enactment of said franchise ordirxance wi~,l be b®neficia~, to this municipality
and sari the best i~,terests of consumers of gas in this municipalityy and it
appears to this Council that said franchise ordinance should b® enacteds and

enact enabling legislation to`insure-that said franchise ordixaance may be
validly enacted by this municipalitys end
REASs agr®ement has also been reach®d on the provisions of a bill

NONT THER,E~'OREs BE IT RESOLVED by th® Village Council of th® Village of
Richfields as fo:llow~g
is It i~ hereby declared to b® the intention of this Council to adopt
the aforem®ntioned f~°anchise ord3.nan~ i~nmediately~ afters and p~°om
viding thats th® Legislature of th® State of Minnesota enacts enabling
legislation authorising and emp®wering this municipality to enact
such franchise ordinances
