~~~:~ RBS0LUTI0N NOa 2~2~ A RESOLUTION RELATING ZO A MUNICIPAL.WATBR.SYSTEM, CALLING OP AN ELECTION. ON THE QUBSTTON OF CONSTRiX;TION THP.R80F AND 'ON TH8 ISSUANCE-OP BONDS TO FINANCE A PORTION OP THE ESTIINATBD COST OP CONSTRUCTION THffitEOF BE IT RESOLVED by the Village Council of the Village of Richfield as: follows= im It is hereby determined to be necessary and expedient to the public health safe, cor~enier~:e, .prosp~z'~:ty and general welfare to submit to the electorate of th3.s vili~ge the question of whetl~r the waterworl~s utility should be conm strutted for the Village of Richf ieid® 2a In the event that~the electorate shall authorize the construction of such ~raterwor2rs. utility. it is determined to be necess~.ry and expedient to the public healths safety convenience, prosperity and general ~eifare to finance the cost of construction of the suppler-and trur~ watermain facilities through the issuance of general obligation bonds of the villages 30 -Since the statute relating to the establishment of a waterwor&s utility pro~vici~ss~ that the question of constructing the utility and the question of i~sui~g bonds to finance it may be submitted either separately or s~ a single question' aril s3.nce it appears that submitting this as a single qu~~tion would assure proper financing in the event that construction~of the water utility is autho~izeds it is determined to submit the question of construction and the question of financing as a single question on the ballots 4® The question shall be submitted to the voters of the village at ~, special election which is hereby called to be he id do N®vember 8s 1960, and the polls shall be open for such special election at `7e0C ogclocYc A®M® and remain open until 8s00 ®°clocle P®Ma on that date® 5a The village cier& 3.s authorized to cause printed ballots to b e prepared for use at said elections raherein the following proposition shall be stated in substantially the following forms OFFICIAL BALLOT SPECIAL VILLAGE ELECTION VILL~E OP RICHFIE~ November 8s 1960 SHALL THE VILLAGE OP RICHFIELD CONSTRUCT A T~IATER~ItORI{S SYSTEM AT AN ESTIMATED ULTIMATE CAST OP $8s500s000 AND THE.VILLf~E COUNCIL BB AUTHORm I:LED TD ISSUE GENERAL OBLIGATION BONDS OP THE VILLAGB IN AN AMOUNT N~ Zb EXCEED $Q~ g 500 s 000 TO FINANCE THAT PART OP SUCEI 1NATBRVdOR~.S SYSTEM t~dH ICH CONSISTS OP SUPPLY AND TRUNIC'VAATBRMAIN PAC7LITIES?
